[Woodworkers] Pen making

When making a Celtic Cross in a new pen, a question arrises:
After making the first cut and gluing in the plug, does it matter the sequence in which the remaining 3 cuts are made?

I find one instruction that states the the 1st and2nd cuts MUST form an X as shown in the photo. Is this true?? It also says that the remaining cuts #3 and #4 can be made in any sequence.
