Hello Herb;

I would not use plastic barrels.  The deck will be higher above the water than you would like and the barrels are not rigid so they will partially collapse with changes in temperature.  As others have said closed cell foam is the way to go.

I am looking for some basic plans to create a jet ski dock.  I was thinking of making it out of treated lumber and plastic barrels.  Does anyone have any suggestions?  It should hold 2 jet skis.
